　　押井守や神山健治がアニメ化してきた士郎正宗のSFコミック「攻殻機動隊」を、総監督に黄瀬和哉、脚本に冲方丁ら新たなスタッフ＆キャストを迎えてアニメーション化した「攻殻機動隊ARISE」シリーズの第3話。恋人と甘いひと時を過ごしていた草薙素子のもとに、仲間となったバトーから爆弾テロの急報が届く。ただちに現場を制圧した素子らは、犯人の胸にテロリスト「スクラサス」のシンボルが刻まれているのを発見する。同じ頃、山の手のダムで起こった爆発でひとりの刑事が死亡し、残された手がかりをもとに後輩刑事のトグサが捜査を進めていたが……。
